Feature Request | Rights only for own bills/expenses

Ability to allow participants to only create or edit their own expenses but not edit expenses of other participants.

I've just started my testing phase of cospend and up until now I was very confident that it will fit my personal preferences, but if it is really possible that all users with access to the project (I'm considering Nextcloud accounts here only) can change bills/expenses from other users, that looks like a bummer to me.

I was actually looking into a much more restrictive mode of operation, that owers of new bills need to approve the bill before it is accounted. In particular if the payer is not in the owers set.
