Configured on org level via https://github.com/organizations/<ORGANIZATION NAME>/settings/security

This is verified to be done by @rpwagner in #89 (comment), and confirmed from within JupyterHub's organization settings, where one can see it's enabled via the Jupyter GitHub enterprise:
