Request to join the Jupyter Security Subproject Council

Hi Jupyter Security Subproject Council!

I will come to the next Jupyter security meeting on (April 1st) and ask to join the Jupyter Security Subproject Council there, but I wanted to open this issue as well to provide a findable record of intent.

I am interested in doing hands-on work such as overviewing the state in #92 and then helping drive adoption in individual orgs. It is practical work I have already been involved in for JupyterHub and felt like a clear useful starting point.
