Add ability to configure CPU request for build pods #1985

Proposed change
We would like the ability to add CPU request for build pods - our cluster restrictions require this and it would be nice to have.
Alternative options
Who would use this feature?
Any user that wants build pods to be counted towards scheduling for CPU (This would help with long builds) or users that have cluster restrictions that require this attribute
