Provide documentation on polling intervals

Provide better documentation on polling intervals so that it's clear that:

• HPA has polling interval of 15s by default (managed in kube-control-manager) for 1<->n instances
• KEDA has cooldown period for scaling in to 0

This should not be hidden in the SO docs but more of conceptual docs
