Add support for managing organizations

We have the ability to enable realm organizations (#1073).

What's missing is the ability to manage the organizations.

• The keycloak admin api has this support

It would be great to support the managing of organizations with Terraform since it is quite awkward to enable it via Terraform, but not being able to actually manage it in code.
