It's superfluous alongside the event_logs table, which has been active for quite awhile now. Once Portal is released and the legacy app is wound down, we should drop the metrics table entirely.

How will this work for non-enterprise tiers i.r.t. Portal's metric dashboard? Should we allow e.g. 30d of event logs for everyone, and then enterprise tiers can simply have a longer, perhaps configurable, retention period? i.e. #905.
