Allow saving actions separately

I think it'll be really useful if there was a whole separate tab for actions where you can save just the actions and then attach them with triggers, that way we can use same action for multiple triggers. Not just because we can use them with multiple triggers but we'll be able to update all triggers at once.

Right now we have to copy the trigger and action to duplicate a complex action (I've setup scroll through swipe) and even if I want to make a slight change to it, I have to go through all 4 and make the change.
