[Triage] Keeps re-downloading already downloaded videos

Describe the bug
Pinchflat keeps re-downloading already downloaded videos.

To Reproduce
Steps to reproduce the behavior:

1. Change a source cut-off date so videos are available in pending
2. Downloads pending videos
3. Re-downloads already downloaded videos, 9 attempts and ongoing
4. But no videos in pending tab

Expected behavior
Video should be downloaded only once.

• App Version: 2025.9.26
• yt-dlp Version: 2025.10.22
• Apprise Version: v1.9.4

• Timezone: America/Chicago
