[Feature Request] List subscription approval

Hi,

It could be interesting to have a capability to approve a subscription to a public list.

Impact of this feature request:

• New option in the "New list" section: "Approval required".
• In the subscription from, "(Approval required)" should be highlighted into the list displayed.
• New permission for "List roles": "Approver".
• Probably: the option "Archives" should be disabled for a list that required an approval.-
• After submitting the subscription, the following message should be displayed: "your subscription is reviewed".
• In administration panel: pending subscription should be displayed.
• An email notification should be sent after the approval.
