Kokkos compatibility: Move `InnerProductSpaceTraits` to KokkosKernels

Analog to #2771 

* [ ] Move the symbol definition `{Kokkos -> KokkosKernels}::Details::InnerProductSpaceTraits`
* [ ] Rename the header file `common/src/{Kokkos -> KokkosKernels}_InnerProductSpaceTraits.hpp`

Note that the header is included in a couple places downstream in Trilinos so it will necessitate some synchronization.
