Make ociStorage configurable #1514
Description
I think that ociStorage is not configurable in practice. It is a param in the pipelines, and the default value is quay.io/konflux-ci/release-service-trusted-artifacts, but if I try to use the push-to-external-registry pipeline in another cluster (say, the Fedora cluster or a local installation on kind) it fails because my managed namespace there cannot push there.
The ociStorage location needs to be configurable through the RPA so that different managed namespaces on the same cluster (or different installations on different clusters) can push trusted artifacts without sharing a secret.
