[spring-to-quarkus] Improve the rule: 219-springboot-actuator-to-quarkus

The existing rule told the user to replace the Springboot actuator dependency with Quarkus Smallrye Health. While this is true, this is not sufficient as more data are exposed by Quarkus using micrometer.

We should ideally review what actuator exposes
