[Feature request] (Triton) Bump the version of model_config.proto

Hi, the Triton's [model_config.proto](https://github.com/kserve/modelmesh-runtime-adapter/blob/main/internal/proto/triton/model_config.proto) has not been update for 3 years. Therefore, it is missing many of the new Triton configurations. 
I created a [PR](https://github.com/kserve/modelmesh-runtime-adapter/pull/92) to update the model_config.proto to the latest. Please take a look.
