Enhancement Description

• One-line enhancement description (can be used as a release note): Create a centralized experiment tracking store within Kubeflow by expanding Model Registry. This initiative seeks to provide a more flexible and cohesive user experience by allowing direct experiment logging from various sources, integration with existing Kubeflow projects, and reducing reliance on the inactive MLMD project.
