Create release branch and update VERSION and used tags

This is the last step for cutting a release.

This issue depends on #123

Once we'll have agreed on #118 and have done all the updates to the CI necessary, then we'll need to:

1. Cut the corresponding release branch
2. Create a PR to that branch that:
   1. Updates the releasing/version/VERSION file
   2. Runs the update-manifests-images script

Then once the above PR is merged, then the CI will publish the images with the requested tags in VERSION and the release manifests/images will be ready.
