Standardize and document local development guidelines.

Evaluate https://tilt.dev, Skaffold, and Dev spaces for the value it can add to local development. The biggest issue that it can potentially solve is that during local development, the Envoy control plane is hosted on the local machine and is not accessible for the services in the Kubernetes cluster. https://github.com/tilt-dev/uselessoperator

WIP: Rest of the requirements are not known yet.
