Automatic scaling of throughput for gp3 #1497

Is your feature request related to a problem?/Why is this needed
Similar to the automatic handling of iopsPerGB and allowAutoIOPSPerGBIncrease, it would be great if throughput could be scaled to fit into permitted parameters automatically.

If the throughput requested is too large relative to the volume size, I would like an option to allow the volume to still be created.
This is similar to how it is possible to scale IOPS to fit into permitted values when a small volume size is requested.
