puzzling term: clusterqueue

I personally find the term clusterqueue puzzling. It feels like what it does is define resources that are available to the workloads once they reach the front of the localqueue. As a thought experiment, if I renamed clusterqueue -> clusterresourcepool in my system, I could keep localqueue as my queues and build a system with those components, i.e.:

                    ______________________________
localqueue-1   --->|
                   |     clusterresourcepool-A
localqueue-2   --->|______________________________

Can I read clusterqueue as clusterresourcepool and have a reasonably accurate understanding of these Kueue components?
