[ko] Add Korean Localization Best Practices document to contribute section

What would you like to be added

• We would like to add a new document titled “Kubernetes Korean Localization Best Practices” under the /ko/docs/contribute section of the official documentation.
• This document is being drafted by the Korean Localization Team and is based on reviews and feedback collected during the Korean Localization review process.

Why is this needed

• To provide reviewers with clear guidelines and examples, ensuring more accurate and consistent translations.
• To serve as a guidebook for contributors, especially beginners, so they can achieve better translation quality from their first contribution.
• To improve accessibility by having this guidance available directly within the official Kubernetes documentation.

We would like feedback from SIG-Docs on the best approach and approval for integration.
