This would indicate an issue with your machine environment and the ability to create a kind cluster. The tutorial assumes you have a working environment, and going into detail about creating and troubleshooting kind is a bit beyond the scope of the tutorial.

I would recommend you start by verifying you have a working environment. Doing something like docker run --rm hello-world first to make sure you are actually able to create containers, then following the kind quickstart and, if necessary, checking the troubleshooting steps and known issues for any issues you run in to.
