Option to disable this notification:

Reason

I request the inclusion of an option to disable notifications when restarting the Botkube app.
This will allow users to better manage their experience, avoiding notification overloads during periods of app restarts.
This functionality could be implemented through a configuration option within values.yaml, giving users greater control over when they want to receive notifications.

The idea would be the same as the upgradeNotifier
