Why does ds` not delete on multiple lines?

Probably a noob question, but I'm just trying to get the gist:

I have:

  const multiLine = `
t
*
x
t
  `;

• = cursor

I would have assumed that ds` or dsq would delete the quotes. But that's not happening for me.

Is this expected or my local messup? If so why does dst work over tags on different lines but not the other commands?

The original vim-surround did not operate on quotes spanning multiple lines. And vim-surround did not support multi-line quotes because the textobjects i" and a" do not span multiple lines (try vi" in normal mode and see what it does for quotes on the same line vs. multiple lines). This plugin merely follows existing precedence
