Dynatrace Integration for Telemetry healthiness

Description
After having the Telemetry Healthiness implemented and exportable via metrics (#728), users following the Dynatrace integration like to have instructions to get a Dashboard and alerting in place for the telemetry module in place, similar to the Cloud Logging guide.

Criterias:

• Double-check that the basic MetricPipeline integration with Dynatrace will work (without custom otel-collector) to receive health data
• Provide a Dashbord template to visualize the healthiness of pipelines
• Provide a alerting template to get alerted on problems with the healthiness
