Cleanup of images (mainly builds-images and ex-koapps) #12090

Description
Many of the images can be removed once Prow is deprecated, and some are already unused at the time of writing this description (Monday, October 7).
Additionally, some images are only used in non-essential conditions, and we could replace them with a scratch image to minimize vulnerabilities.
Team decision: To do after prow removal.
Reasons
Acceptance Criteria
- All not-needed anymore images are removed from the test-infra repository.

Reason for Deferral: The issue was identified as technical-debt during the initial backlog review.
Impact of Deferral: Not needed anymore images are built. More CVEs to fix.
