Add ARM build support

We should add support for building on ARM.

A while back, there was a branch with some experimental ARM config for the Visual Studio project files. I don't know if ARM was a supported environment for the CI runners at the time though, and the branch never went anywhere. It seems there is CI runner support for ARM, so perhaps we should add an ARM build.

We can additionally do an ARM build for the Linux environment. That might be even easier, as there are likely fewer updates needed to the makefile than the Visual Studio project files.

The arm64 Linux and Windows runners are in public preview and subject to change.
