Pinned DataCompression Package

My team already uses LD and is looking to trial Open Telemetry. As of 2.0, both SDK's use the https://github.com/mw99/DataCompression SDK. But LD has pinned to 3.8.0 making it impossible to have both in the project.

Would it be possible to update the version to be less restrictive to allow consumers to use Open Telemetry and LD.

It looks like this may have been resolved by a PR in opentelemetry-swift that is still pending release.

Does that look like a match for the issue?

We may also make a similar change in our SDK to increase compatibility, I have to touch base with other engineers.
