Reset Password - Phone input should be limited to # of characters matching the model

This sentry reported error #198 shows that the phone input on the Reset Password modal does not limit the amount of characters that can be input. It should limit the amount of characters to the amount that we permit when creating a user.

Hi @nucleogenesis ,I would like to tackle this issue. I understand this issue Reset Password - Phone input should be limited to # of characters matching the model,
I would like to add these changes:

1. add maxLength="20"
2. phone number does not exceed 20
3. character varying (20) because of sometimes may be invalid data enter.
   will you please provide me where i can start.
