Add New Language: Kabyle (Python)

Adding Kabyle to the Legesher Translations for Python

In order to add this language to the project, complete the steps detailed in the translation guide. (We are primarily working developing Legesher for the Python programming language. In the future we hope to add more programming languages in the future.)

To complete this issue:

• Update any content in this issue from LANGUAGE to the name of the language. (Romanian, Arabic, Welsh etc.)
• Title this issue "Add New Language: LANGUAGE (Python)"
• Rename a copy of the language-keyword-template.yml to kab.yml
• Add translations for at least the Python keywords to kab.yml
• Add Kabyle language information to locale/dialect-list.yml in alphabetical order
• Merge changes into branch titled LANGUAGE-translation on this repo

Hey @belkacemm 👋 Thanks so much for opening up this issue for Kabyle. I updated the issue description to add a few steps, since we don't have Kabyle listed as a language yet. I created a branch for you to merge into - kabyle-translation. Let me know if you have any questions. 😄
