Configuration to diable sharing also on Sabre

Current behavior

Address book sharing feature is disabled at OpenPaaS side but it is not disabled at Sabre side => user can use the sharing feature by sending requests directly to Sabre

Expect behavior

When the feature is disabled at OpenPaaS side, it must be disabled at Sabre side also
