Display CTA to download mobile application in main screen

Context

Today, we display in the loading screen the CTA to download mobile application.

Specs

This issue involves displaying this CTA on the main screen instead of the loading screen.
The CTA is displayed in front of all screens in the application.
When the user clicks on the cross, we close the CTA and no longer display it, even if the user navigates within that application.

If the user opens their application on another device, we display the CTA.
If the user opens their application a few moments later on the same device → the simplest behavior. If it is simpler to reopen the CTA, we display it. If it is simpler to leave the CTA closed, we do not display it.
