[SaaS] common settings for Calendar

Similar to TMail CF https://github.com/linagora/tmail-backend/tree/master/tmail-backend/saas/saas-rabbitmq/src/main/java/com/linagora/tmail/saas/rabbitmq/settings

In configurations.properties :

twp.settings.enabled if true then language should not be updatable

Then twp.settings.exchange defaulting to settings and twp.settings.routingKey defaulting to user.settings.updated are used in order to listen for updates and populate mongoDB accordingly.

Idem add custom Rabbit settings in rabbitmq.properties. If unspecified we fallback to regular rabbit resstings.

Some notes when reviewing TMail:

• Enable singleActiveConsumer to ensure FIFO ordering.

We also need an additional ConfigurationEntry to store the version.
