Create `UseUniformFilesWorkflow`

Uniform files must have "one source of truth" (Scripts repository) and every organization repository must have this repository as submodule and symlinks to uniform files.
Uniform files:

• .gitignore
• .clangformat
• .editorconfig
  Every day workflow must be triggered and update submodule if Scripts repository is updated.
  schedule trigger must be used to check if files are fresh.
