PCI-E BW values are are wrong

In the chart https://github.com/linuxonly1993/40g_nic_infiniband#pci-express-speeds-and-maximum-possible-bandwidth-for-network-link the BW values for PCI-E v2.x are wrong. They should transfer 4Gb/s per link channel so the 1x link should be 500MB/s, 4x should be 2GB/s, and 8x should be 4GB/s, etc.
