Add Dependencies cell to Outline?

I'm often jumping to the top of the page to edit the dependencies cell. It would be nice if it were included in the Outline view. My workaround is to add a section to the top of the file, right underneath the deps cell. Maybe there's an alternative way I didn't think of?

Maybe we should add a go-to-top thingy, but I believe all OSes have shortcuts to scroll to top/bottom. For example, on macOS, it is cmd+up and cmd+down. Which should be much easier than clicking something. :)
