Implement Swagger and generate static version in gh-pages

Swagger is a great way to document APIs.

• Please add Swagger to the system at /api/v1/
• On pull requests also generate a static version in the pages branch at http://dev.loklak.org/api/v1/

Oh, RAML looks like a nice alternative. We can go with this, if it works for the project.

Any suggestions on how to read the RAML to HTML? Do you suggest to write our own parser? or use a third party plugin?
