[ate] Add OpenTitan perso_tlv_data.h as an external dependency.

Replace //src/ate_perso_blob.h for the following OpenTitan target: sw/device/silicon_creator/manuf/base/perso_tlv_data.h.

This will require moving the OpenTitan dependency to a subfolder to be able to decouple Bazel dependencies.
