Describe the bug

The file upload footer is no longer visible since the introduction of the new markdown guide. Some content of the problem statement (the last line) is pushed outside of the visible screen

To Reproduce

1. Go to any programming exercise as an instructor
2. Click on "Edit in Editor"
3. Click on the Problem Statement in the file tree
4. See error (Missing file upload footer, some content is not visible due to footer layout overflow - you can scroll to the bottom to verify this)

Expected behavior

The file upload footer should be there as it used to be. All content of the problem statement should be visible
