Exclude Completed Interviewees from Slot Assignment Modal #1827

Description
Currently, interviewees with state COMPLETED are shown in the "Assign Applicant" modal and can be reassigned to a new interview slot. This may lead to confusion since completed interviews should not be rescheduled.
Tasks
Update the availableInterviewees filter in assign-applicant-modal.component.ts to exclude both SCHEDULED and COMPLETED states
Acceptance Criteria
- Interviewees with state COMPLETED are not displayed in the assign modal
- Interviewees with state SCHEDULED remain hidden (existing behavior)
- Interviewees with states NOT_CONTACTED and INVITED remain selectable (existing behavior)
