Remove explockout from OpenLDAP-LTB releases

explockout is not as useful because of the pwdMinDelay and pwdMaxDelay options of the password policy.

We could remove the overlay from OpenLDAP-LTB packages.

Users interested by this feature can still get the source code and compile.
