docs: add technical doc for community hand off

We want to document the technical implementation so the community can know the technical know-how and key parts of the code base. This will help anyone to contribute to and maintain this.

We want to cover:
- How the builder works
- Key implementations 
- Code overview
- How to add new steps
- How to extend key areas for future updates
