Global language for whole site

I'd like to request the possible to change the language globally for the whole site.
As it is now it's set by OS/Browser.

So even if a user have their phone in English, then the site will be shown in a given language set per admin settings.

Or maybe the option to set the language per event/poll to target specific user segments.
