Create plugin to handle locale configuration #506
Description
A lot of our modules need to share information about what locales are available within the context of a site or project. We should create a plugin where the locales can be configured at the top and site levels, so they can be passed into the modules as first order variables. This would allow for module-specific logic to transform these locales into something relevant to the configuration.
Requirements
- Give a list of locales with relevant information, at global and site level
- Inject variable where required with relevant information
