Move Settlement Client const to config

Motivation

Currently there are constants like POLL_INTERVAL and MAX_BLOCK_TO_SEARCH etc, which are hardcoded to certain values.

Can imagine a scenario when an app-chain might requires some customisation to it, so we can move it the configs as well

Request

To move the constants in the settlement client to the config which can be passed by the user!
