Allow to reconfigure devices

It would be great if Tuya Local implemented the Reconfiguration Flow.

This would allow me to easily update the secret key when it changes.

You can already update the local key when it changes using the Options flow

The functionality is there, but the newer Reconfigure flow does handle it more cleanly, as it updates the original configuration, while options are separate from the config, so we need to make options override the config.
