Import an architect's drawing

Enable users to import their own plans in PDF format (new construction simulation use case).
This feature could be configured in the .env

• Import module added on first screen after address entry
  • It will probably be necessary to transform the PDF into an image to display it on top of the map.
  • Use Leaflet Overlay : https://leafletjs.com/examples/overlays/
  • Use a white background or deactivate current background
• Ask the user to define the scale of his plan
