The way particular industrial systems enter unsafe states naturally should be more thoroughly investigated and the icsLang code dealing with them should be updated to reflect those findings.

Right now we have a flat Bernoulli 0.1 probability of triggering an unsafe state without any malicious intervention if the safety mechanisms are offline.
