AWS S3 STS is not working correctly on Windows

Describe the bug

The STS verification is not working corectly on winodws and https requests are not passing (e.g. failing run here)
Because of this the endpoint int he persistent storage tests has been changed to http until this bug has been fixed (changed here)

Steps/Code to Reproduce

Run any persistent storage test on Windows with STS and an https request

Expected Results

There should be no errors.

OS, Python Version and ArcticDB Version

Any Python version on Windows

Backend storage used

AWS S3
