Improve exception reporting in storage related exception #2138
Description
Is your feature request related to a problem? Please describe.
Some exceptions are very broad and the specifics are handled in the error message of the exception.
Such is the case for exceptions related to:
- throttling by the storage
- compaction was called on a symbol that had no incomplete segments
Describe the solution you'd like
Introduce more specific types of exception for these cases, so users have a reliable interface to handle them.
