Rename libraries

Is your feature request related to a problem? Please describe.
Accidentally loaded a few gigabytes of data in under a mistyped symbol name.
Judging by the latest docs, there is no functionality to change the symbol name or library name. Unless I'm missing something?

I found this issue which says that renaming functionality was implemented for libraries in the old arctic solution. Looks like the intuitive solution.

Describe alternatives you've considered
Will delete the symbol and load in again under the correct name.

Thanks @VikSil I agree this would be a good feature. I've created #2324 to focus on renaming symbols, and I'll rename this ticket to be about renaming libraries, since the implementation for each would be very different.
